Modding A Mountain Bike For Duathlon

Newbie without a road bike doing duathlon currently owns rigid rear aluminium MTB. doing 10+20+5 duathlon. can run 5k in just over 19 mins so good enough runner but nor so good on bike.
What are the most cost-effective things to do to my bike and how much shouold I spend on each?
eg
1. Tyres? GBP40/US60
2. Pedals with straps? already have
3. Aero bars ??
4. ???
5. firm up front forks to max EASY
6. faff around with spacers on handlebars YUK

Biggest bang for the buck will be the skinniest & smoothest tires you can get on the rims. Next will be position adjustments to get you lower, flatter, and more aero. I've never ridden a MTB with aero bars but I've seen it done so that's probably the next thing to try. You won't be highly competitive on the bike unless you happen to be a super stud with the MTB so don't sweat it, have fun, and save your money for an entry level tri bike instead of wasting tons of money trying to retrofit the MTB trying to make it something it'll never be.

I recently modded a rigid mountain bike with used parts for a friend for very little money... the distance from the dropouts to the brake holes were the same as a roadbike, so an old set of 6 speed wheels and brakes bolted right in after the brake holes were drilled out. A cheap set of aerobars and bullhorn from ebay also went on, with the brake and shifter levers used over... finished bike was not bad for a little time spent digging up parts.
